Abstract
This chapter examines the relationship between corruption and the achievement of Sustainable Development Goal 11 (SDG 11), which aims to build safe, inclusive, resilient, and sustainable cities and communities. After outlining SDG 11 and its targets and noting that other chapters address corruption’s role in pollution and waste, we focus on three dimensions: Corruption and Safety, Corruption and Inclusion, and Corruption and Digital Inclusion. We emphasize that further research is needed on how corruption disproportionately affects marginalized groups, particularly people with disabilities and Indigenous peoples. Corruption undermines safety by heightening disaster vulnerability, facilitating crime-including sexual corruption-and lowering service quality for urban slum dwellers. It also fosters exclusion and cultural erasure, weakening the social fabric of urban communities. Turning to digital inclusion, we highlight the bidirectional links between corruption and digital access, arguing that digital inclusion should be recognized as a core indicator of SDG 11. E-government initiatives offer a promising avenue for reducing corruption while strengthening democratic participation and values. Finally, we discuss how corruption constrains fiscal space, one of SDG 11‘s key means of implementation and conclude with suggestions for advancing research at the intersection of corruption, urban governance, and sustainability.
